Mr. Clark called the meeting to order. Filmed by cable, to later be televised on Channel 191. Present: Skip Clark, Wayne Walker, Sheila Dibb, Stephanie Bacon, Michael Pantos Others: Margaret Nartowicz, Town Administrator and Abby Benoit, Administrative Secretary Ms. Dibb made motion to sign Warrant #19 and payroll. Mr. Walker 2nd the motion. Vote unanimous. Mr. Pantos made motion to accept meeting minutes from February 29, 2016, with a correction to name spelling, Karen Prucnal. Mr. Walker 2nd motion. Vote unanimous. OPEN SESSION: Glen Davis- c. 61 A: Ms. Nartowicz presented options available to the Board under c. 61A, with regards to the Davis property. The Board discussed options available. Special Counsel has advised that the seller would need to submit a revised Notice of Intent to Sell, with the house and 61A land values fairly allocated, and according to statue. Ms. Nartowicz advised the Board, the Town Conservation Commission, Division of Fisheries and Wild Life, and Rutland Land Conservancy, have all expressed interest in a partnership to purchase the property. None of these individual entities have full funding. Under statue, the Board has 120 days, from the time they receive a proper Notice of Intent to sell, to exercise its option or appoint its option. Mr. Walker made motion to accept special councils opinion, for the seller to send a revised notice of intent to sell, fairly allocating value to the house and 61 A land parcel. There was discussion regards to the division of value between the house and 61 A land parcel. PUBLIC COMMENT: REPORTS OF TOWN DEPARTMENTS: DPW: Gary Kellaher, Superintendent Signature Authorizations-Water management Act Grant & FEMA -4214-DR-MA. State Emergency Reimbursement for Blizzard 2015 Mr. Pantos made motion for Board Chairman to sign Water Management Act Grant and FEMA Emergency Reimbursement. Ms. Dibb 2nd motion. Vote unanimous. Glenwood Roof- The Glenwood School roof has been completed. There are additional snow and ice guards needed, they were not included in the original scope of the roof repair job. The cost for the additional snow and ice guards is $17,480.00. Golf Tournament- Mr. Kellaher will be hosting a golf tournament to benefit Rutland Recreation, on July 23, 2016. It will be a 1 P.M. shotgun. Mr. Kellaher is working on sponsorship for each hole, the cost will $100.00 per hole. Snow and Ice Expense Deficit Spending- Mr. Kellaher has requested authorization to spend up to $15,000 in excess of the available Snow & Ice Expense appropriation. It is expected that expenditures on the next warrant will over-expend the account by $7,493.50. Mr. Pantos made motion to approve the Snow and Ice Expense Deficit Spending, not to exceed $15,000. Ms. Bacon 2nd motion. Vote unanimous. Hydrant Flushing Hydrant flushing will begin April 4th, 2016. Notification will be posted accordingly. Street Sweeping Street sweeping will start at the schools during the week of April Vacation, scheduled April 18, 2016. DPW starts in the center of town and makes their way out to the edges of town. Winter Damage: DPW will begin repairs in the springtime for winter damage, including curbs and loam. Private/Unaccepted Roadways: Mr. Kellaher has received a lot of calls about private and unaccepted roadways. Some of the roads are so bad they are damaging Town Equipment. DPW is doing the best they can at maintaining these roads. Insurance Claims: Mr. Kellaher has filed two insurance claims with MIIA. One for the gutters and downspouts on the DPW building, the second for siding on the Community Center building. The insurance company is in the process of doing appraisals. The Board discussed the possibility of being self-insured for repairs such as these. There would need to be a line item created in the budget for such repairs. Being self-insured would help maintain or reduce current insurance ratings and premium. TOWN ADMINISTRATOR: Margaret Nartowicz Ms. Nartowicz advised the Board that Building Inspector, William Cassanelli, has obtained his Building Commissioner Certification. Budget Updates: FY17 budget updates were presented to the Board. Ms. Nartowicz has added new columns to include Town Administrator recommendations and comments. There are more refinements needed. Ms. Nartowicz has met with individual departments and will continue to meet with departments for additional refinements. Personnel Handbook: The Town received a grant to establish a personnel handbook. Ms. Nartowicz has organized a team to start working on the handbook. Along with Ms. Nartowicz and a consultant, the group will include Mr. Kellaher, Rebecca Tuttle, Kerry Remington, and Katelyn Wojnarowicz. The project will begin at the end of March, updates will be presented to the Board. National Grid Energy Efficiency Program: Mr. Kellaher, Ms. Nartowicz and Mr. Walker met with National Grid to discuss energy efficiency in Town buildings. A company will be auditing the buildings to see if there is potential energy savings. National Grid does have a program that allows for energy improvements to be billed under the regular utility bill, with 0% interest. NEW BUSINESS: OLD BUSINESS: IAC Appointment: Appointment to the Insurance Advisory Committee for the Patrolmens Union has been postponed. The Sergeants Union does not have a representative. The Board is currently waiting on representatives from both Unions before appointment is made. There was discussion regarding complaints of increased traffic on the roadway that connects 122A and Maple Ave. Ms. Nartowicz reminded the Board that there will be a town wide Budget Forum on March 30, 2016.
